The Leuven Centre for Global Governance Studies (GGS) is an interdisciplinary research centre of the Humanities and Social Sciences of the University of Leuven (K.U.Leuven, Belgium). It carries out and supports interdisciplinary research on topics related to globalization, governance processes and multilateralism. GGS is a K.U.Leuven Centre of Excellence. On a quarterly basis, this newsletter informs you about GGS activities, publications and Members.

The Centre congratulates its members Simon Schunz and Bart De Meester with the defense of their PhD thesis and welcomes a total of 10 new members. The past month saw Prof. Jan Wouters and Prof. Idesbald Goddeeris visit Delhi teach and hold various presentations, and the completion of the annual report 2009-2010. On 7 February the Centre organized a highly successful international workshop on EU-India relations. In the Spring of 2011, the Centre will relocate to the historic Huis de Dorlodot in Deberiotstraat 34. In the coming months the Centre is honoured to welcome many leading scholars (Jan Aart Scholte, Andreas Kalyvas, Andreas Føllesdal, Minister of Foreign Affairs and Deputy Prime Minister Steven Vanackere and Lu Xiaojie) from across the globe to share their insights with Leuven researchers and students.

On 23 November 2010, the Leuven Centre for Global Governance Studies and the Jean Monnet Centre of Excellence on ‘The European Union, foreign policy and global governance’ co-organized a workshop on ‘Energy Security – National, European and Global Policy Perspectives’. The workshop featured a keynote lecture by Mr. Brendan Devlin (European Commission, DG Energy), on the role of the EU in gas supply negotiations and energy infrastructure construction in Eurasia. The lecture was followed by a multidisciplinary critique by academics from a European Law, a Global Environmental and Russian perspective.

On 7 February 2011, The Leuven India Focus of the Leuven Centre for Global Governance Studies organized a highly successful workshop on EU-India relations. It gave a large overview of major dimensions and challenges that underpin the growing bilateral collaboration in the policy, trade, security and management of diversity fields.  The presentations and the active participation of a large audience composed of academics from European and Indian universities, officials from the European institutions and the Belgian foreign ministry underlined the increasing importance of EU-India relations and research.

The Leuven India Focus aims at developing, broadening and deepening knowledge and expertise on India and South Asia by organizing conferences, lectures and seminars and stimulating interdisciplinary research. The Leuven India Focus regularly invites scholars and experts from India, Europe and elsewhere to teach and debate on vital issues facing Indian society and the neighbouring region. Through this and other exchanges, it aspires to foster research on India and to cultivate academic networks and partnerships.

Prof. Jan Wouters at the University of Delhi
 
From 10 to 15 January Prof. Idesbald Goddeeris and Prof. Jan Wouters visited Delhi in India. They visited partners at the Jawaharlal Nehru University, the University of Delhi, and a number of research institutes in order to deepen existing contacts and build up new projects. Both Prof. Goddeeris and Prof. Wouters gave presentations at, respectively, the History and Political Sciences departments and the Centre for Multilevel Federalism.
 
Prof. Wouters and Prof. Goddeeris also presented papers at the conference India and the European Union: Economic Relations, organized by the Institute of Economic Growth at Delhi and the Centre for Contemporary India Research and Studies at the University of Warsaw, Poland. Prof. Goddeeris spoke on ‘Economic relations between Belgium and India’ and Prof. Wouters spoke on ‘India, the EU and Global Economic Governance: Challenges and Opportunities’. Finally, they also met policy-makers and representatives at the Belgian, European, and Indian level.

Axel Marx returned to GGS as Research Manager, a new academic position created with a main focus on research management and academic research. Axel studied sociology and political science at K.U. Leuven, University of Hull and University of Cambridge. His research focuses on different aspects of transnational non-state market regulation, private governance, set-theoretic comparative case methods and configurational analysis. His academic publications have appeared in several international and national journals and books. In addition he has published numerous policy reports and papers for the European Commission, Belgian Federal Government, Flemish Government and private donors. He has extensive experience in managing small-scale and large international multi-team research projects.

       Dr. Matthias Lievens joined the Centre in November 2010 and is postdoctoral researcher with special responsibility for the research programme Global Governance and Democratic Government. Matthias studied political science, philosophy, anthropology and history, and defended his PhD in philosophy entitled ‘Spectres of the Political: Uncovering the Metapolitical in Carl Schmitt’ at the end of 2009 at K.U. Leuven. He has a long-standing critical interest in Marx and Gramsci, and has also been working on authors such as Etienne Balibar, Antonio Negri, Ernesto Laclau, Chantal Mouffe and Jacques Rancière. Matthias’ research interests include post-foundational political philosophy, (post-)Marxism, theories of the political and depoliticization, radical democracy, Gramsci, (alter)globalization, political ecology.

Matthieu Burnay serves as the new Project Manager of the InBev-Baillet Latour EU-China Chair and is a PhD candidate in Law. He joined the Centre in November 2010. His research focuses on the development of the Rule of Law at the international level from a Chinese and European perspective. He has a BA in Political Science and a  BA in Law from the Facultés universitaires Saint Louis in Brussels. He then obtained a double MSc degree in International Affairs from Peking University and the London School of Economics. His main interests include EU-China relations in global governance and Chinese foreign policy.

Dr. Kolja Raube joined the Centre in July 2010 as a political scientist and post-doctoral researcher of the master programme ‘European Studies: Transnational and Global Perspectives’ at K.U. Leuven. He was researcher at ARENA –Centre for European Studies at the University of Oslo (2008-2009). Kolja obtained his PhD at the University of Hamburg in 2006, where he taught at the Institute of Political Science until 2008. His doctoral thesis on the work of the Convention on the Future of Europe in the field of CFSP/ESDP was published in 2007. He currently works on the establishment of the European External Action Service, parliamentary control and coherence in European foreign policy as well as the positive potentials of differences in European and global policy-making.

Stephanie Bijlmakers joined the Centre in November 2010 as PhD candidate in the research programme Global Governance and Democratic Government. She works on global human rights governance with a special focus on corporate social responsibilities and the role, responsibilities and regulatory initiatives of business enterprises. Stephanie has an interdisciplinary background in social sciences and humanities and a LLM in Law and Language Studies (2009) from Maastricht University. Throughout her studies, she specialized in human rights. She completed parts of her degree at the Pontificia Universidad Católica in Chile and the Université Paul Cezanne, Aix-Marseille III in France.

Haye Hazenberg joined the Centre in November 2010 as PhD candidate in the research programme Global Governance and Democratic Government. He is preparing a PhD in political philosophy dealing with the requirements for a justice theory of global governance. Haye studied Politics and Law at University College Utrecht and UCLA and obtained an Msc in Political Theory at the London School of Economics and Political Science. He previously worked at an NGO in Burundi and as a parliamentary assistant in the European Parliament. His interests include associative democracy, multiculturalism, human rights theory and global justice.

Alessandro Mulieri joined the Centre in November 2010 as PhD candidate in the research programme Global Governance and Democratic Government. He is preparing a PhD in political philosophy on the concept of democratic representation. Alessandro has a degree in Political Philosophy (BA and MA) from the University of La Sapienza in Rome and an MSc in Politics and Government in the European Union from the London School of Economics and Political Science. He worked as a journalist within in the Italian parliament for four years and as a foreign correspondent from London. His interests are political philosophy, democratic theory, comparative politics and European affairs. He is now focusing on a realist democratic theory.

Kenneth Chan joined the Centre in December 2010 as PhD candidate in the research programme Global Governance and Democratic Government. His research focuses on the global peace and security governance track of the programme. He has a background in law, receiving an LLB (hons) from the University of Auckland, New Zealand (2009) and read for his LLM (adv) in Public International Law at the University of Leiden (2010). He has interned at the ICTY on the Stanišić trial and the Coalition for the ICC, acting as an independent legal observer for the Lubanga and Katanga/Ngudjolo trials. His main interest is international criminal law.

Sven Van Kerckhoven joined the Centre in November 2010 as PhD candidate in the research programme Global Governance and Democratic Government. He conducts research from a political economy perspective on global economic governance with an in-depth exploration of the G-20. Sven obtained a BSc of Applied Economics, a MSc of Business Economics and a MSc of International Politics at K.U. Leuven. Prior to joining the Centre, Sven did an internship at the Belgian Embassy in Zagreb, Croatia where he drafted a report on the problem of corruption in Croatia. His main interests include political economy, international trade, development economics, transition economies and eastern European politics.

Emilie Bécault joined the Centre in December 2010 as PhD candidate in the research programme Global Governance and Democratic Government. Her research focuses on the elaboration and implementation of a post-2012 climate change regime. Emilie is a graduate from the University of Chicago and the Ohio State University where she gained a background in international relations, political theory, and historical sociology. Her interests include global environmental governance and democratic theory.

Bart De Meester successfully defended his PhD thesis on 22 December 2010. The title of the thesis is ‘The interaction between European and international liberalization of international trade in banking services’. Bart is now working as Legal Affairs Officer in the Trade in Services Division of the World Trade Organization in Geneva.

Simon Schunz successfully defended his PhD thesis on 22 October 2010. The title of his thesis is ‘European Union foreign policy and its effects - a longitudinal study of the EU’s influence on the United Nations climate change regime (1991-2009)’. Simon is a postdoctoral researcher with special responsibility for the research programme Global Governance and Democratic Government.

Tim Corthaut is now a deputy auditor and a magistrate in the legislative section of the Belgian Council of State. In that capacity he analyses whether draft legislative and regulatory acts of the Belgian federal and regional entities are in compliance with higher rules of law, including EU and international law. Tim remains affiliated to the Centre as Associate Fellow.
 
 
 
7. Projects
 

IMPULS research on The European Union and Multilateral Governance
In November 2010, the Centre for Global Governance completed the 4 year IMPULS research on ‘The European Union and Multilateral Governance’, which was funded by the K.U. Leuven Research Fund. The project was conducted by Prof. Jan Wouters, Prof. Stephan Keukeleire, Prof. Hans Bruyninckx, Prof. Koen Lenaerts, Dr. Tim Corthaut, Dr. Simon Schunz and Sudeshna Basu.
The IMPULS research project sought to explore and assess the roles of the EU in various multilateral global governance arrangements. As the constraints the EU is facing are as much legal as they are of an institutional and political nature, the tool-kits of both legal and political science were used to design a joint conceptual framework for analysing the EU's participation in, above all, global human rights and environmental governance fora. Specific case studies were conducted on the EU's role in the Human Rights Council and the UN climate regime. An overview of key results produced by the project has been published in the Journal of Contemporary European Research. The project also forms the basis of an edited volume entitled The European Union and Multilateral Governance: Assessing EU Participation in United Nations Human Rights and Environmental Fora, which will appear shortly in the Palgrave Studies in EU Politics series.

Clara received her PhD from the European University Institute in Florence and is Assistant Professor of Political Science at Singapore Management University. Professor Lu Xiaojie from the School of Law, Tsinghua University will reside at the Centre as a Global Law School visiting Professor from 15 February until 1 March 2011. Professor Lu works together on the research project ‘Comparative Perspectives on the Rule of Law and its Relation to International Law: Chinese and European Perspectives’ supported by the K.U.Leuven-Tsinghua Fund. During her stay, Professor Lu will teach 3 sessions of the master course Chinese Law from a European Perspective. She will focus on the position of International law in the Chinese legal system, WTO law and Chinese economic and business law.
 
Two new interns will join the centre for the Spring period of 2011. We are honoured to welcome David D’Hollander and Patrick van Wersch.

For its research project on the Internationalisation of European Law and the Europeanisation of International Law the Centre is currently recruiting a pre-doctoral or post-doctoral researcher with specific expertise in EU Law. The successful candidate will work, during the upcoming four years, closely together with Prof. Jan Wouters and a PhD researcher in international law. The project studies the impact the strengthened role the European Union seeks to play in international affairs has on the development and enforcement of international and EU law. More info
